In accordance with the Guidance on Reporting of Air Pollutant Emissions and Projected Emissions, CLRTAP Member States may apply for the use of one or more flexibility mechanisms to modify their emission reduction commitments or inventory data in exceptional circumstances, as defined in Executive Body decisions 2012/3 and 2012/4.
The guidance on the application process for the flexibility mechanism for adaptation (which may relate to emission reduction commitments or emission inventories) is provided separately in Executive Body decision 2012/12, as amended by decision 2014/1.
CLRTAP Member States that adjust their inventory to compare their total national emissions with their emission reduction commitments should include supporting documentation in their Informative Inventory Report (IIR) or in a separate compliant content provided in Annex II which lists the required supporting information. In addition, quantitative data should be provided as an Excel file (Annexes II and IIa of ECE/EB.AIR/130).
For previously approved adjustments, Parties should report details of their adjusted aggregated emissions in the appropriate row of the main emissions reporting template, as well as provide detailed information by pollutant and sector for each adjustment, using the template in Annex VII to these Guidelines or Annex IIa of ECE/EB.AIR/130.
