Emissions of waste gases from stationary sources are one of the components that have a significant impact on the quality of ambient air. In order to cover it, qualitatively and quantitatively, several Rulebooks have been adopted and are in force, which relate to the regulation of emissions of harmful substances into the air.
Rulebook on the methodology, methods, procedures, methods and means for measuring emissions from stationary sources (Official Gazette of the Republic of Macedonia No. 11/2012) and Amendments to the Rules , which describes the standards for measuring emissions into the air. A document has been prepared for this regulation. guidance in which, within 10 chapters, the general aspects of measurements of air emissions from stationary sources are described, with the precision being carried out using the given MKS EN and ISO standards listed therein.
Rulebook on the form and content of the forms for submitting data on emissions into ambient air from stationary sources, the manner and time period for submitting data in accordance with the capacity of the installation, as well as the content and manner of keeping the logbook of emissions into ambient air (Official Gazette of the Republic of Macedonia No. 79/2011). This regulation defines forms through which the operators of the installations submit the results of the measurements of emissions into the air to the MoEPP. By sending this data, the operators also regulate the obligation to send data in accordance with Rulebook on the form, methodology and manner of keeping and maintaining a register of pollutants and polluting substances in the air (Official Gazette of the Republic of Macedonia No. 92/10)
Rulebook on limit values for permitted emission levels and types of pollutants in waste gases and Amendments to the Rules . Emission limit values prescribed by this Rulebook shall apply to all installations, unless a different emission limit value is established by a DUOP or IED, issued in accordance with the Law on Environment, for an individual stationary source, i.e. for an individual polluting substance. The Rulebook has been prepared Instruction which is a practical guide or manual for users.
Rulebook on the methodology for inventorying and determining the level of emissions of pollutants into the atmosphere in tons per year for all types of activities, as well as for other data required for submission to the European Air Monitoring Program (EMEP) (Official Gazette of the Republic of Macedonia No. 142/2007). Based on the methodology specified in this Rulebook, a national inventory is prepared for the level of emissions of pollutants into the atmosphere in tons per year for all types of activities in the Republic of Macedonia, which is sent to the United Nations in accordance with the Convention on Transboundary Air Pollution and the European Environment Agency.
Rulebook on the quantities of upper limits-ceilings of emissions of polluting substances for the purpose of determining projections for a certain time period relating to the reduction of the quantities of emissions of polluting substances on an annual basis ("Official Gazette of the Republic of Macedonia" No. 2/10 of 08.01.2010). This regulation introduces upper limits - ceilings for NOx, NH3, SO2 and NMVOC. The total quantities of emissions of these pollutants calculated in accordance with the methodology specified in the previous regulation should not exceed the upper limits - ceilings.
